John Urban, President

John has more than 30 years of experience in health care in New York State. His work has included establishing programs for chronically mentally ill people in Syracuse and serving as Deputy Commissioner in the NYS Office of Mental Health. He was most recent CEO of Preferred Care where he served for 20 years. John has been on a variety of community boards. In his capacity as CEO of the GRHF, he is looking forward to the opportunity to continue contributing to improving health care for residents of the Greater Rochester area.

Bonnie C. DeVinney, Vice President and Chief Program Officer

Bonnie has over 30 years of experience providing health care, conducting population-based community health planning and building community partnerships. Prior to coming to the Foundation, Bonnie was Executive Director of the Finger Lakes Health Systems Agency. She has served on several local and state advisory boards focusing on access to care for vulnerable populations and establishing New York State health policy. In her new role, Bonnie is looking forward to continuing her work with the Greater Rochester community to achieve the mission of the GRHF.


Mark Puccia, Vice President and Chief Financial Officer

Mark is a graduate of St. John Fisher College and a Certified Public Accountant. Mark has over 25 years of progressive financial experience including senior financial management roles at Paychex, where he last served as the Director of Financial Planning & Analysis. He serves on several local non-profit organization boards. Mark oversees the  finance, and treasury.


Antonia Blackman, Database Administrator/Administrative Assistant

Antonia is a native Rochesterian who has worked with non profit agencies for more than 15 years. She has a special interest in technology, updates the Foundation website, is a Database Administrator, and provides technical support to organizations applying for grants online. Antonia is a graduate of Empire State College with a bachelors in Web Design & eCommerce Technology. Antonia volunteers her expertise to bridge the divide between technology and our inner-city youth and adults by teaching them basic computer skills.


Sharon Legette-Sobers, Program Officer

Sharon Legette-Sobers is a graduate of Princeton University and an established health care professional with over 12 years experience in strategic planning, budgeting, project management, market research and team facilitation.  She has managerial experience within hospital systems, HMOs and insurers in Colorado and California.  Her primary areas of responsibility include the Opportunity Grants program, and health system improvement related grants. 


Deborah Tschappat, Grant Writer / Program Assistant

Deborah has worked in the Rochester non-profit community for over 25 years in diverse settings, including neighborhood organizations, local and statewide social service agencies and higher education. Her background includes grass-roots community organizing, community education and outreach, program development and grant writing. She has a particular interest in program evaluation and creating sustainable community change.


Tom Wesley, Director - Accounting and Administration

Tom is a life long Rochester area resident with degrees from St. John Fisher College and Rochester Institute of Technology. He joined the Foundation staff in 2006 bringing management experience gained from over 30 years with local business and volunteer organizations. Tom manages the Foundation's Facility, Accounting, Payroll, Technology and Human Resource functions.


Barbara J. ZappiaSenior Program Officer

Barbara is a physical therapist with clinical and management experience in acute and long term care settings. Barbara’s professional interest in program development and program evaluation led her to work with community agencies and, most recently, at the University of Rochester. She is a doctoral student in human development at the Margaret Warner Graduate School of Education and Human Development at the University of Rochester.

Sherri L. Goodenough, Administrative Assistant
Sherri has close to 20 years of administrative support in business, health care, and government. She coordinates the Foundations administrative activities, maintains electronic and paper files, board documents and legal documents and manages the schedules of the executive team. Sherri is a certified Medical Secretary and is veteran of the United States Army
, where she served as a Medical Records Specialist.

Heidi F. Melancon, Senior Program Officer
Heidi obtained her masters degree in public health from Emory University and a Bachelors in sports medicine from Mercyhurst College. Her previous work at the Centers for Disease Control and Prevention in Atlanta focused on physical activity promotion and obesity prevention. Most recently Heidi was directing strategic health initiatives and partnerships at the National Recreation and Park Association in Virginia. Her primary area of responsibility at the Foundation will be the childhood healthy weight initiative.
